Does the new “Import Agent / mandataire (Art. 289 A bis)” replace 4200 for non-EU sellers?

No. Advisers and guidance point out the mandataire regime does not cover imports under Regime 42.

Can a non-EU seller still import in France under 4200 and ship to another EU country without French VAT registration?

Short answer: No, not from 1 Jan 2026. The one-off representation that made this possible ends 31 Dec 2025; plan on French VAT registration or restructuring the IOR.
